09:00 – 09:30	Introductory and welcoming remarks by the 3 co-organizers of the Global Disability Summit and the Sponsors of the regional pre-summit
09:30 – 10:45	Panel Discussion I: The Global Disability Summit Berlin 2025, were are we and what are we targeting? (Updates about the last activities/events leading to the GDS, presentations about the logistics, commitments mechanism and the summit declaration, and what is after the summit.
10:45 – 11:15	Break
11:15 – 12:30	Panel discussion II: inclusive budget at the national level and in the international cooperation programs; How governments can make their budgets disability inclusive? What are the requirements from the international donors/entities to make their programs disability inclusive? A good practice on national budget and international cooperation programs that are inclusive, suggested commitments to the GDS.
12:30 – 14:00	Panel discussion III: independent living and deinstitutionalization as one of the main identified themes for the GDS: presentations about CRPD committee guidelines on deinstitutionalization guidelines, deinstitutionalization experience from developing country and how to come up with independent living related commitments.
14:00 – 15:00	Lunch break
15:00 – 16:15	Panel IV, Families of Persons with Disabilities, Experiences, Rights, Requirements and Duties
16:15 – 17:30	Panel discussion V: Inclusive education in early childhood: an identified theme and urgent priority and necessary commitments for the GDS

20:00 – 22:00	Official dinner

Second day 14/11/2024

09:00 – 10:15	Panel discussion VI: Social Protection, how to translate it into commitments at the Summit: Defining social protection, how social protection transverse with other rights particularly independent living? What are the urgent commitments to be submitted to the GDS regarding social protection?
10:15 – 11:30	Panel discussion VII: Persons with disabilities in the situation of risk, natural disasters and war: presentations about disasters and risk reduction, persons with disabilities in refugee like situation and in moving status, persons with disabilities during the armed conflict (Gaza as life example).
11:30 – 12:00	Break
12:00 – 13:30	Side Events.
	Side event I: The Role of the Private Sector in Making Commitments at the Third Disability Summit and Promoting Rights (Inclusive Tourism, Partnerships, and Economic Empowerment as Models).
	Side event II:Women with Disabilities, Gender-Based Violence, Sexual and Reproductive Rights, and the Right to Family.
	Side event III: Participation in Public Life, Decision-Making Processes, and Elections: The Role of Youth with Disabilities in Promoting Inclusion.
	Side event IV: The Role of Organizations of Persons with Disabilities and Civil Society Organizations in Submitting Commitments and Monitoring Their Implementation.
13:30 – 14:15	Brief from the Arab League representative and from the side events delegated persons on the main proposed commitments agreed upon.
14:15 – 14:30	Closing remarks for the regional pre-summit.
